Apparently this bug is closed - but I have same problem running up to date 
Hardy install
I used f-spot before on gutsy _and_ hardy and it worked without problems

deleting my photos.db is not a real solution for me as I will loose all
tagging etc.

$ sqlite ~/.gnome2/f-spot/photos.db 
Unable to open database /home/seb/.gnome2/f-spot/photos.db: file is encrypted 
or is not a database

$ sudo /etc/init.d/dbus start
 * system message bus already started; not starting.

$ sudo apt-cache show f-spot | grep -i version
Version: 0.4.3.1-0ubuntu1
Version: 0.4.2-1ubuntu3

$ sudo apt-cache show sqlite | grep -i version
Version: 2.8.17-4build1

anything else I can do to help?

I renamed photos.db and then f-spot started

strangely the old photos.db was only 3 kb big

~$ f-spot

Just experienced a portion of this bug on a fresly installed 8.04
machine. F-spot had not been started yet. When I started f-spot from the
menu, nothing happened. When I started f-spot from a terminal, I got the
messages mentioned above, but only a couple of times before f-spot
seemed to 'give up' and return the prompt. So no infinite loop here.
Deleting the ~/.gnome2/f-spot directory solved the problem. As Dennis
Krul already wrote on bug 140006, a novice user would not be able to fix
this easily. Too bad it's showing up again in an LTS release...
