Well, do you have the "visuel effects" activated? Because I know due some friends this problem only occurs on systems with ATI-graphiccards with visuel effects activated. In my friends case it flashes if you move the mouse or if you have something running in the background (like an animation). However most of these videos that be played fluently by media player classic, a free video player by GCC on Windows.
