Obsoleted, all that code moved to gnome-shell directly[1]. Yay!

[1]: So that the layout switching code can be shared between the Wayland
and X.org versions.

I have attached a fix. I will wait a bit for the Tracker folks to
respond.  Real life got in the way of our IRC conversation.
