These are two different features as far as i know. For videoplayback
with hardwaredecoding VAAPI videoencoding needs to be supported. For
conference tools like google meet chromium needs to support
videoencoding and videodecoding with Webrtc. On Windows both functions
are implementet. The linuxversion never had support for it.

  4.Check with intel_gpu_top (from intel-gpu-tools package) that the
  video engine bars are non zero during playback.

Bug description:
  This legacy driver had the last update on 2022.11.22, and is EOL
  upstream. We should remove it from the archive before the next LTS,
  maybe even before Mantic is released.

  We're planning on migrating the kernel from fbdev drivers to using
  simpledrm, but this old driver doesn't support the fbdev emulation
  layer, meaning that VT's would remain blank when the driver is used.

  Similarly 418-server and 450-server are also EOL and unsupported.

  Also we shomehow have remains of 440-server published in the archive,
  with many superseeded (hostile takeover) of binary packages by
  450-server.

In gnome shell:

Logo is aligned to 1 vertically, and then has margin of 3em

Where as in plymouth the Watermark has vertical alignment of

themes/bgrt/bgrt.plymouth.desktop:WatermarkVerticalAlignment=.96
view->watermark_area.y = screen_height * plugin->watermark_vertical_alignment - 
ply_image_get_height (plugin->watermark_image) * 
plugin->watermark_vertical_alignment;

Which means the margin in plymouth is 4% of screen height.

So one way to fix this is to make plymouth know what "3em" is and calculate 
that.
Or to teach gnome-shell to use 4% margin of the total screen.
I am going to try to do the latter.

Hmm, it certainly sounds similar in some aspects: if I click on the
pinned icon for Quassel after it's already launched, it does launch
another instance. However, I'm not using multiple monitors, or multiple
workspaces, and currently it only occurs with Quassel. Firefox and
terminal are unaffected.

  Quassel opens "another" icon under Gnome

Bug description:
  I'm unsure if this is a bug in quassel, or in the gnome dock itself.
  Under Ubuntu 23.10 (mantic), running Quassel from a pinned icon on the
  left bar results in the pinned icon appearing "idle" (not running),
  and a second icon appearing below those that are pinned which
  apparently represents the running quassel instance.

  Pressing the idle quassel icon (or pressing the Super+4 shortcut for
  it) runs *another* instance of quassel rather than switching to the
  running instance. The "extra" icon also cannot be pinned (and
  occasionally strange "copies" of it are left lying around if one tries
  to drag it to the pinned icon locations).

  This may be because quassel is a Qt based application, but I also run
  KeepassXC (another Qt application) without such issues (other than
  unusual window borders and icons which appear on both applications),
  hence why I'm unsure this is an issue in quassel or in the gnome dock.
  I'll attach a screenshot demonstrating the issue.

Bug description:
  While installing mantic beta (on s390x, LPAR and z/VM - but this might not be 
architecture specific) I faced issues with udev.
  In my installation I've updated the installer to "edge/lp-2009141" (subiquity 
 22.02.2+git1762.1b1ee6f4  5164).

  During my installations I first noticed bad response times in case of
  dealing with devices (like enabling new devices with chzdev). chzdev
  is used during the installation, hence the installation procedure is
  also affected by this. (I mainly notice this issue in case of DASD
  ECKD disk enablements.)

  But even after after a successful (but due to this issue less snappier) 
installation, means after the post-install reboot, in the installed system I 
can find several udev related processes, like:

  So far I only see this in mantic.
  I tried 20.04.3 as well as lunar, but both do not seem to be affected by this 
udev problem.
  I neither face the bad response on device enablement, nor can see any udev 
related processes still running after post-install-reboot in the installed 
system.

  (Sometimes I could also see a growing log file 'syslog').

  I cannot say yet what is causing this, but since I see 'systemd-udevd'
  as prominent process in top, I'll first of all mark this as affecting
  systemd-udevd (or systemd).

  I've attached the outcome of some more investigations I did ...
