I can confirm empathy 3.6.4-0ubuntu4.1 fixes the bug. I can open
online accounts turn on and off settings without a issue. I am using two
factor authentication.

Additional info:
There was a update for online accounts too in proposed repository, but I did 
not update that.

This bug affects me too. At first it worked fine and I add my google
account and set what to sync. I think I closed and opened the app
several times too, but it didn't crash.

1. Then when I right click an empathy contact and select Information Contacts 
app started with asking to create an address book local or online. 
2. There was only one option to create a local address book. So selected that.
3.After doing that even before adding a contact to the address book I opened 
online accounts but it crashed right after opening.

  Prior to upgrading to quantal, Empathy had a compact mode for the
  contacts list.  This would show each contact on a single line that was
  just tall enough to display the contact's username.  This way, I would
  be able to use my high resolution monitor to view all of my online
  contacts simultaneously.

  Under Empathy 3.6 on quantal, the option for a compact mode
  disappeared and each contact in the list takes about 3 times the
  vertical space needed to display the contact's username.  Now even
  with my high resolution montor, I can only view about 1/3 of my online
  contacts at a time.

  Please bring back the compact mode.

One of my friend said adding blacklist usb_storage to
/etc/modprobe.d/blacklist.conf solved the issue

Can any one confirm it? I think several other Huawei modems also doesn't
work.

There is also another method of fixing this using old network manager
packages

  Huawei E220 can't connect on Ubuntu 11.10

Status in “network-manager” package in Ubuntu:
  New

Bug description:
  I'm using Ubuntu in my HP Pavilion dv6745tx laptop. I cannot connect
  the Huawei E220 usb modem since 11.10 beta1 (now I'm in beta2). There
  is  no problem in natty.

  I have found this in syslog
