Also happening to me with xdg-desktop-portal-gnome installed. After i upgraded from 19.04 to 19.10, i faced the same problem, even with syncing turned on for my account in Chromium. This is not 100% tested, but i just found out, that Skype windows are not corrupted, when i launch my Java app with openjdk-8. I experienced the problems running Netbeans and openjdk-7. I can confirm the relation to Java based apps. I'm back on Ubuntu (default) session and i still experience this problem when Netbeans 8 (Java based) is opened.
