This has nothing to do with the wpa package. wpa provides support for connecting to WPA- and WPA2-encrypted wireless networks. ... And by that I mean that version of Evolution you mentioned was probably part of GNOME 3.10 that didn't make it to the repos in time. Do you have a PPA installed? The GNOME version in 13.10 is 3.8 (which has the bug).
