Waving the mouse and clicking on windows sometimes helps. Journalctl shows "Failed to post KMS update: drmModeAtomicCommit: Device or resource busy" from gnome-shell, which is perfectly timed with when I move the mouse pointer to the secondary screen. There's a kernel stack trace immediately before that message (drm_atomic_nonblocking_commit). The issue started occurring 1-2 weeks ago, I suspect immediately after installing system updates.
