The bug still persists in 16.04. It seems to affect other m17n input methods as well, such as the Sanskrit IAST transliteration IME.

I have a Japanese keyboard, ibus-setup Advanced->Use system keyboard layout is ignored. There is no option to choose keyboard in ibus-setup Input Method ->Other-latn-post (m17n) either.
