The bug still persists in 16.04. It seems to affect other m17n input
methods as well, such as the Sanskrit IAST transliteration IME.

  Ibus m17n does not use system keybaord layout

Status in unity-settings-daemon package in Ubuntu:
  Confirmed

Bug description:
  Since 14.04 I can not not use Ibus Other-latin-post(m17n) input method
  because it uses English keyboard layout.

  I have a Japanese keyboard, ibus-setup Advanced->Use system keyboard
  layout is ignored.

  There is no option to choose keyboard in ibus-setup Input Method
  ->Other-latn-post (m17n) either.
