On my 18.04 i have copied the content of proxy.conf to apt.conf and it
worked

  The Network Proxy settings available under Settings/Network are not applied 
system wide. Unlike 16.x, there is no "apply system wide" setting. Setting a 
proxy here:
  - does not modify /etc/environment
  - does not set root's http_proxy, https_proxy, ftp_proxy environment 
variables 

  This means that apt and Software Updates do not receive the proxy
  settings, and package checks/updates/installs fail.

  
  workaround:

  sudo http_proxy='http://[username]:[password]@[webproxy]:[port]' apt
  update

  etc

I'm not entirely sure what you mean by desktop environment, but I use a
Lenovo ThinkPad X301 with Ubuntu 13.10 (upgraded from 12.10) installed
using Wubi.

To reproduce the issue:
1. Create a new keyboard shortcut in System Settings.
2. Set a keystroke for the shortcut.
3. Press the corresponding keys.
Nothing will happen.

  if so, restrict access to certain commands.

  Selected option to log in automatically during install. After reboot,
  login screen shows up with no password field. Have to click user name
  to get password prompt. After entering password, you are returned to
  the login screen. If you select XFCE session, login works. After
  logging out, you can then select Xubuntu session and login works.
  Subsequent logins work okay after rebooting.

What you can do is run sudo apt-get install python-launchpadlib then
run apport-cli -f -p ubiquity [after that you should substitute it for
lightdm]  --save bug.apport in Quantal so it will save it for later
submission, and in Raring if you see this issue you should report it
with apport-collect 1059083 and we can record it as affecting both
versions.

That sounds fine. It might not occur anymore in 12.04 or 13.04. I did
have issues before (and a helpful tip for 13.04 is that you should not
force shut down your computer otherwise Ubuntu will not boot, I learned
that the hard way) with 13.04 though.

automatically suspends, when I open my laptop again and enter my
password (possibly a coincidence that when I slide my finger over the
fingerprint reader it does not acknowledge it) it just says

restart. When I suspend Ubuntu by going to that menu in the upper right
and clicking suspend this doesn't happen.

  When starting exmh configured to auto inc, the background process
  exmh-bg is started correctly, after some seconds the backbroung
  process dies and becomes a zombie, afterwards auto inc doesn't work
  any more (as would be expected).

  This is on AMD64 Jaunty with all updates installed.

I forgot to add that the reason why it might not have worked the first
time is because you need to have another package installed to run
apport-collect. You may need to run sudo apt-get install python-
launchpadlib before running apport-collect 1092968

  When I am using the kernel 3.5.0-21, i lost my resolution and unity. I
  got the lower resolution possible. When I am loggin, i got a message
  telling me that the it is impossible to aplly the  saved configuration
  for the screens (I do not know exactly the message in english, my
  version of ubuntu is in french) and a list of configuration that
  failed. I lost the unity interface, no dashboard, nothing just a
  desckop.

  Booting on the 3.5.0-19 version of the kernel (in GRUB) make the all
  system work normally

  Continuation -a)  the mouse freezes up but keyboard still works  b)  the 
programs freeze mouse and pointer can move and keyboard does to but no commands 
are accepted  c) every thing freezes up nothing works have to cold shut down 
and the cold bout the system. All this happens either I'm on line or off line.  
Please is there something I can do to see if I'm infected or hacked, or is 
there a site I could go and have my System checked for the two prier mentioned.

Title:
  Ubuntu 11.10 does not recognize monitor at start-up.

Bug description:
  All other versions display correctly. Ubuntu 11.10 takes my monitor setting/s 
down to 59.9. There is no way to change in terminal because the processes of 
the PC are not visible after computer LOGO. 
  I expected to update to 11.10. I'm not sure if the update was successful.
  What actually happened: PC doesn't show processes after Update to 11.10. 
  I chose bootstrap so I could go on. 

  
  In the future after I understand this OS I can dump it!! Nightmare OS!

  i am using ubuntu 13.04.
  apt-cache policy pkgname - Paket pkgname kann nicht gefunden werden.

  
  i got some strange errors when booting my laptop (thinkpad t61) while my 
smartphone (samsung galaxy s3) is connected.
  the login screen is black and you see nothing but the mouse changes if you 
mouseover the login field.
  login is possible and when i'm logged in i have display errors.
  sometimes the titel bar of the windows are not readable.
  the problem occurs every time i boot, while my smartphone is connected !

  firt boot, then connect works fine and without problems

  I'm using 12.04.

  The battery indicator does not show in the menu bar in Gnome classic
  (gnome-session-fallback). It is not that it disappears under certains
  conditions, as I see in some bug reports: it has never shown.

  When I go to the system settings and choose to display the icon when
  the battery is present, or when the battery is in use, the setting is
  automatically reset to [blank] upon reloading of the settings page.

  Sorry, I'm not sure what package exactly would be responsible for
  showing this icon. Probably indicator-applet?

  1. Switch to a new and never used workspace by using the provider
  functionality at the “File/Switch workspace/Other...” menu.

  2. Install Pydev from http://pydev.org/updates by using the provided
  functionality at the “Help/Install new software” menu.

  3. Create a new Pydev project.

  4. Close Eclipse.

  5. Delete the folder named “.eclipse” in your personal folder. If you
  don't see it, you can show it by going to the
  “Edit/Preferences/Views/Default view” menu in the file explorer, and
  by marking the “Show the hidden and backup folders” option.

  6. Restart Eclipse and choose the workspace you created in the
  beginning.

  applet shows a label and text entry widget that are not used for
  simple PIN entry dialogs.

  The cause of the bug is a minor oversight in src/applet-dialogs.c.
  When configuring widgets according to the dialog requirements, the
  wrong widgets are hidden (code2 instead of code3).

  A patch follows shortly.

  I'm unable to resume from S4 on a Lenovo ThinkPad SL510 w/ ATI
  Mobility Radeon 4570 (1002:9553). Upon entering S4, the graphics
  become corrupt - it looks a bit like an X11 stipple or that
  checkerboard that used to be the X background (though it's not just
  BW, there is some R/G/B in the pattern. The pattern is not as random
  as static; it appears tiled, as if we're displaying tiles populated
  with corrupt video memory.

  On resume from hibernate, the BIOS logo is not corrupt and the (not-
  corrupted) plymouth logo flashes for an instant. There are several
  seconds of a flashing white cursor at the top left of the screen too.
  Once X comes back I see the stipple pattern/corruption again. Both the
  X and console sessions are corrupted. There is a separate corrupt tile
  surrounding the mouse cursor (the cursor itself is not visible).
  Moving the mouse cursor results in the mouse-tile moving around. The
  machine is otherwise functional - I can (blindly) login to a console
  on a VT and execute commands.

  Syslog from the failed resume session shows errors from drm:radeon,
  starting with:

  If I disable the radeon driver by adding, e.g., the made-up
  'radeon.nofailboat=1' kernel parameter, the machine enters and resumes
  from S4 normally, with no corruption upon either entering or resuming
  from S4.

  I've reproduced in both the stock 10.10 kernel and the daily natty
  kernel (2.6.37-999-generic #201012200905).

  i got some strange errors when booting my laptop (thinkpad t61) while my 
smartphone (samsung galaxy s3) is connected.
  the login screen is black and you see nothing but the mouse changes if you 
mouseover the login field.
  login is possible and when i'm logged in i have display errors.
  sometimes the titel bar of the windows are not readable.
  the problem occurs every time i boot, while my smartphone is connected !

  firt boot, then connect works fine and without problems

  I have problems to work and major security issues.I have sent you already 
some reports about it but the problems got much more special today.It's the 
second time today that i try to send you a report fron launchpad,just few 
minutes ago it threw me out before
  submit the report i was impossible to log in again,i had to alt+f2 and do 
everything from the beginning .Anyway  ,as already have reported to you,my 
screen locks,get darker and i cannot work work at all except the ubuntu help,or 
alt+f2  that i use to unblock the screen but even this trick doesn't work all 
the time.Also i received an email from a friend's server to who i had sent an 
email just before,from my other email account i have, 
lifegoesonlifegoe...@aol.com under user name Marcos Buenaventura, not the email 
account i have sent you ,babisxanthopou...@hotmail.com which is under great 
problems, so i receive a message that my IP and the emails i send they have 
security issue and cannot be delivered.Imagine that i could even read this 
message and i had to open with right click and open it.Today i  installed the 
follow it 1)  gstreamer1.0-plugins-bad(1.0.6-1ubuntu1)2)  
libgles2-mesa(9.1.1-oubuntu3,automatic) and 3)  
libgsteamer-plugins-bad1.0-0(1.0.6-1ubuntu1,automatic) I WAS ASKED FOR MY 
SECURITY PASSWORD and after that i cannot even open the ubuntu software.Few 
minutes before when everything was blocked again trying to ask alt+f2  a window 
of unresponsive script   resource://unity-global-property-initializer.js:369 
and only when i was able to press stop my screen got light and i was able to 
send you this report PLEASE HELP ME in this bad , very bad situation i am in.
  In case you have sent me an email , i have to tell you that i didn't receive 
any,so please if you want to communicate with me use the other email account
