I'm not entirely sure what you mean by desktop environment, but I use a
Lenovo ThinkPad X301 with Ubuntu 13.10 (upgraded from 12.10) installed
using Wubi.

To reproduce the issue:
1. Create a new keyboard shortcut in System Settings.
2. Set a keystroke for the shortcut.
3. Press the corresponding keys.
Nothing will happen.

  Unfortunately, this allows them to perform dangerous operations, such as load

  if so, restrict access to certain commands.

  If module loading cannot be disabled for confined applications,
  perhaps it could be modified to only load modules from trusted system
  locations.

  to get password prompt. After entering password, you are returned to
  the login screen. If you select XFCE session, login works. After
  logging out, you can then select Xubuntu session and login works.
  Subsequent logins work okay after rebooting.
