I'm now seeing this issue, after messing with my monitor cables.  I only
have a single monitor.  I was trying to get my DVI to work on my AMD
RX550 card - which will not display while logged in (but does at bios).

Both cables are currently plugged into the same monitor (diff ports of
course) in my attempt to switch from HDMI to DVI-D.

My ubuntu session was active in 18.04.1, and I only replugged the DVI
cable and wiggled the HDMI cable.

After testing from a well modified system, the issue appears after I
install the amdgpu driver from AMD.

THAT SAID, this issue is noticeable on videos that I have viewed on this
system since initial install in January.  I constantly view many videos
in Videos (every day) - so I suspect that something changed, that I
cannot undo.


Which specific package should I be verifying?

I'm experiencing this issue as well.  I have an RX550 video card, using
Ubuntu's drivers.

Has anyone reported this to mesa, and if so where?  If someone can share
the right location/component for ME to log a bug, I will do so.

It seems that AMD GPUs are quite useless today, a million things are
broken and I'm strongly considering throwing out this $140 brand new
video card to get a NVidia card that hopefully works 50% better.

This also impacts the Fujitsu T900 laptop. (it was upgraded from Saucy,
to Trusty quickly, then Utopic)  The workaround in #8 has fixed the
issue.  I have not tested hibernate or suspend as I do not use them very
often.

  Recently I upgraded ubuntu from 14.04 to 14.10 on my HP EliteBook 2760p. 
After that, all serial wacom devices (for the touchscreen) are gone:
     serial wacom stylus
     serial wacom eraser
     serial wacom touch

  xinput -list and xsetwacom --list don't show these devices and the
  Wacom Tablet section of the system setings reports 'no tablet
  detected' rather than showing the usual settings. Booting with the old
  linux 3.13 kernel makes no difference to the new version 3.16.

  To find out what happened I played around on a spare partition with the 
following results:
  1) fresh installation of 14.10 - result is the same like reported above: no 
touch devices
  2) fresh installation of 14.04 - touch works out of the box
  3) upgraded the fresh installation of trusty to utopic: touch devices gone 
again
  4) manually changed repos to utopic after fresh installation of 14.04 and 
updated ONLY the xserver-xorg-input-wacom package: apt pulled some dependencies 
and installed without errors, touch devices gone (so it reproduces the error 
exactly as the full upgrade)

  WORKAROUND: Replace the udev rule 
/lib/udev/rules.d/69-wacom.rules/wacom.rules by the old file from Ubuntu 14.04 
by putting it in /lib/udev/rules.d/ :
