Simple mixer control 'IEC958',16 was disabled by defult. Enabld it using
'alsamixer'.  This fixes the problem.

I have the same problem with norwegian layout ("no"). This hapend after
i made a fresh install of 12.04. foud a solution on
http://ubuntuforums.org/showthread.php?p=11890692, but this has to be
done after each login.

my etc/default/keybord:
