Clean install of 64bit 15.10 with MS Wireless Laser Keyboard and Mouse
6000. No sensitivity setting.

This has been an issue for years and pretty darn annoying.

  On up to date Raring alpha, on System Settings > Mouse & Touchpad the
  Mouse settings are completely missing.  The General and Touchpad
  sections are there but none for mouse.  See attached screenshot.

This appears fixed (in that the idle-delay is correctly set) after
applying today's updates to 13.10 daily. The combobox still does
defaults to showing Never.

That is, selecting "Never" now changes the idle-delay value to 0, as
expected.

The patch set contained updates to gnome-control-center
(3.6.3-0ubuntu37) as well as gnome-settings-daemon (3.8.5-0ubuntu3).
None of the changes stand out as likely candidates, so I'm unable to
explain what fixed the issue for me.

  On a remote machine, no keyboard or mouse connected. Set up to auto
  login and start a browser in kiosk mode as a monitoring dash board for
  our office.

  The only way to enable this to run for the whole day is to connect a
  keyboard and break out of the screen save when it first runs. After
  that it will not go into the screen saver for the rest of the day.

  all settings > brightness & lock >
     Turn screen off when inactive  for: "never"

     lock : "off"

  all settings > power >
     suspend when inactive for : "don't suspend "

  I have tried using different values for like 1 hour

  all settings > brightness & lock >
     Turn screen off when inactive  for: "1 hour"

  After 10 minutes monitor goes blank, as if "Turn screen off when
  inactive: 10 min" is set.

Running latest 13.10 daily.

This appears to be a very simple bug in gnome-settings-center where the
"Never" option is plain broken.

The behavior is easy to verify by using dconf-editor.

Setting the"Turn screen off when inactive for:" variable to any of the
other options updates a variable called "idle-delay" in
gnome::desktop::session. Selecting 10 minutes, for example, sets the
value to 600. An hour to 3600.

Selecting "Never" doesn't change the variable.

Manually changing the "idle-delay" value to 0 results in the expected
"Never" behavior.

Presumably, this is what the "Never" option should do, although
disabling the "gnome::desktop::screensaver::idle-activation-enabled"
bool would accomplish the same thing.

Related, gnome-settings-center doesn't correctly check the idle-delay
value and simply sets the combobox to Never when the Brightness & Lock
screen is entered.
