Having the same issue I do want to add that I wonder if this is actually a Thunderbird issue or perhaps a Ubuntu one. I'm seeing the same behavior on another app as well since upgrading to 23.04. Yes, this seems similar. With one specific difference. In bug 1738838 you can't turn off bluetooth using the toggle. For me this is possible, but the bluetooth option is then removed from settings dropdown. Need to go to settings and turn on bluetooth again. And while testing I found a new interesting situation. After turning it off and on again, the option now is correct in the tray. Seems the bug is not valid as I submitted it. I just installed Deluge to see if that causes the same issue. It does.
