In order to enable horizontal scrolling run the following command:
dconf write 
/org/gnome/settings-daemon/peripherals/touchpad/horiz-scroll-enabled true
(The setting is still available in dconf editor)

  mouse  touchpad menu. (Although I prefer the layout of the new menu,
  I'd like to see this functionality restored).

Two finger scroll is indeed present, but this only activates vertical
two-finger scrolling, not horizontal two-finger scrolling.
