Just wanted to add that I am using a Lenovo w520 and this bug appeared after I upgraded from 11.10 to 12.04. I also found another work around. I can go to All Settings - Network (or just Network from the Unity Menu) and change the wifi network from there. I can also stop and start the wifi from there. However the network menu from the top right does pretty much nothing once this bug appears. Even changing the current Wifi connection is impossible, when this problem occurs.
