killing ibus-daemon does restore functionality. However something
strange happened. I had installed indicator-cpufreq from synaptic and
cpu frequency selector from applets in cinnamon. Once these two were
installed, the problem with ibus went away. Now i am able to use ibus
without any lost functionality

Bug description:
  I am currently using Mint 13. Cinnamon 1.8 was backported by enabling 
backports. It is possible that this issue exists in other linux mint versions 
as well.
  When I restarted cinnamon after updating, the panel became unclickable. none 
of the applets were working.After deactivating  all panels except menu and 
logging back in I saw that I could use the panel for a brief amount of time 
till ibus came on after which which the panel became unclickable. To make sure  
I then uninstalled ibus and voila, the problem of not being able to click on 
the panel went away. When I reinstalled ibus, the problem reappeared. THis 
problem is restricted to cinnamon 1.8. I did not have this issue in 1.6.
