  I upgraded from 12.04 to Trusty, and when I did so, the shut down
  button did not work.

I am not able to reproduce this in a Trusty VM. I can shutdown both from
the menu and using gnome-session-quit.

Investigating further, it appears this issue is in GNOME:

$ gnome-session-quit
