It looks like you were running the package manager more than once, or
perhaps interrupted it from a previous run.

This problem is closely related to your dpkg lock.

$ sudo lsof /var/lib/dpkg/lock-open

If that shows no output, then you may remove that file.

Then, $ sudo apt-get clean

Then, install as normal.

  13.10 thus far is worst operating system ever for me

  One thing I see that I cant figure oout how to fix is
  /var/lib/dpkg/lock-open(13 Permission denied
  wont let me delete it with terminal

  firefox crashes constantly
  I wish I had stayed with 10.04 long term
