I'm seeing this now for the first time after installing Vivid (Ubuntu
GNOME 15.04, gnome-terminal 3.14.2-0ubuntu3).

When not changing the default terminal size, the first console window
opens correctly (80x24). But all subsequent windows (created with Ctrl-
Shift-N) are just one character short (79x23).

When setting a custom terminal size in  the preferences, all terminal
windows are one character too small. So setting the size to 81x25 fixed
the issue for me.

I also quickly checked, whether the size indicator actually shows the
correct values when re-sizing the window, and yes, it does!

This issue might be worthy of opening a new bug report.

I'm still seeing this bug in Trusty.  I can create a new profile with a
custom size and when I switch to that profile, the size does not change.
Though if I launch a new instance of gnome-terminal, specifying the
profile with the launch, then the new window is the right size.

After latest dist-upgrade, this is now fixed for me in trusty.
gnome-terminal is still 3.6.2-0ubuntu1

I suspect this came with a compiz. per viwing my history.log, when i filed this 
bug I was probably running compiz-gnome at
  0.9.11+14.04.20140305-0ubuntu1 . 

And i'm now running 0.9.11+14.04.20140310-0ubuntu1 .

The changelog for that is:
compiz (1:0.9.11+14.04.20140310-0ubuntu1) trusty; urgency=low

so I suspect that either:
 a.) the above package fixed it in fix for bug 1204307.
 b.) a previous version of the package fixed it and I just hadn't re-loaded 
since that.  (1:0.9.11+14.04.20140303-0ubuntu1 mentions bug 1282304, bug 
1282305 and bug 1282304 and bug 1282305).

some more info, it seems it ends up being slightly smaller than the target size.
Ie, if I set default size up to 90x25, i get windows that are 89x29.
80x25 goes to 79x23.

a bit more info, you can see the failure by running:
  gnome-terminal --geometry 100x25
you'll end up with a terminal some size other htan 100x25.
