Bug description:
  I am using latest development version of xenial (ubuntu 16.04).

  My video card is AMD HD7950, and I use an MiniDP-to-DP line to connect
  it with an Acer XB240H display.

  With fglrx or fglrx-updates installed, everything renders extremely
  slow, even raw terminal renders like 100 lines per second.

  Workarounds failed:

  * AMD official driver failed to build due to bug #1502978.
  * The open source driver can only provide 1024x768 resolution.

Another finding is that whoever rendering eats up all the CPU of one
core

When Xorg is rendering, %CPU of Xorg is close to 100%
When tmux is rendering, %CPU of tmux is close to 100%

Is there a way to dump out the stack to see what's wrong?

FYI
did a system upgrade with kernel 4.4.0-9 and the bug still exist
I remember it worked well in early alpha versions of xenial with 4.2 kernels

I mean the "official" driver downloaded from support.amd.com failed to
build. Slow rendering appears after "apt install fglrx" and reboot.
Installing prebuilt fglrx binaries seems to success. So I think the bug
is related to fglrx.

Reassigning to Mesa. From your bug description you have pointed out that
fglrx failed to build so you're not using it. The real issue then is
that the Mesa radeon driver is not performing.
