Bug description:
  Prior to 16.10, I always disabled module-suspend-on-idle in
  /etc/pulse/default.pa. With it enabled (the default), I often lose the
  beginning of audio being played because of the time it or my receiver
  takes to start up. I also sometimes gets cracks/pops.

  Commenting out the line (to disable it) in 16.10 results in no audio at all. 
I tried restarting pulseaudio (killall pulseaudio) and restarting the system. 
Re-enabling the module and restarting pulseaudio immediately fixes it.
