I think a temporary fix could be for it to work like Dash to Panel,
which if hovered while dragging, activates the shell overview and hence
allows to drop on the chose window.

Bug description:
  It would be useful if the dock in the AO supported drag and drop, that
  is so that one may drag a file to one of its docked applications and
  it may open it. Although this wouldn't necessarily be so useful for
  standard installs, users of extensions such as Dash to Dock would find
  this highly useful. So it would be nice if this feature were at least
  supported so that they could implement it as such extensions are
  becoming more and more popular day by day.
