Public bug reported: Running Ubuntu 16.04 with GNOME shell and Nautilus 3.14.3. I was able to reproduce this bug in a fresh 16.04 VM.
After clicking the Location Options toggle (the hamburger menu) once, the button does not deactivate on subsequent clicks.
