About upgrading to 17.10 I don't think so, I have no time available for cleaning the mess if the upgrade goes wrong (which happens to users when upgrading versions of the distribution, once a while). LTS it is, LTS it stays. Ubuntu 16.04 LTS has the latest Evolution 3.18 release. Ubuntu 17.10 is not a LTS so you will need to upgrade to 18.04 LTS in 6-9 months.
