  Expected is that physical disconnect/connect of a monitor will not influence 
the desktop environment.

  
  Note that the crash file was generated and according to /var/crash content 
was uploaded, when ubuntu-bug triggered by existence of crash file started up 
and I agreed with it. Pressing "Continue" button in ubuntu-bug did not bring me 
to Launchpad (yet another bug???) for providing details, therefore I've used 
"ubuntu-bug gnome-shell" instead.

  env -uDISPLAY -uWAYLAND_DISPLAY ubuntu-bug /var/crash/_usr_bin_gnome-

to force it to use text mode, which eventually will let you see the link
to use.

Ah, sorry. Maybe I'm seeing a different interface through ssh. Mine is
text so it never opens a GUI. Maybe try using 'apport-cli' instead?

Well, I have done what you suggested. Invoking ubuntu-bug on a crash
file creates corresponding upload* files but does not print any links.

Yes, sorry about that. I experience the same on my development machine.
I have no idea why that's happening.

Suggestion: Remove the two empty files *.upload and *.uploaded and then
in a terminal re-upload the existing crash file:

  ubuntu-bug /var/crash/_usr_bin_gnome-shell.1000.crash

That will take a minute or two to complete but then you will be directed
either to an existing bug report, or asked to make a new one. Either
way, please let us know here what web page you end up with.

When I say "directed" I mean that ubuntu-bug will print a link for you
to copy and paste.

relevant error reports, although I see them in /var/crash

Please try running this command in a shell on the machine to help you
find links to the crash report:

xdg-open "https://errors.ubuntu.com/user/"`sudo cat /var/lib/whoopsie
/whoopsie-id`

or as two lines:

xdg-open "https://errors.ubuntu.com/user/"`
sudo cat /var/lib/whoopsie/whoopsie-id`

That will open a web page. Let us know if it shows you any links that
sound relevant to gnome-shell.
