Using Mainline Kernel 4.19.0 or above, it works. So it's a bug in the Ubuntu 18.10 Kernel Version. Same problem on an Asus UX331U. In Ubuntu 18.04 setting kbd backlight worked, it's broken in Ubuntu 18.10.
