Bug description:
  After upgrading from 19.04 to 19.10, the sound output to HDMI is
  garbage.

  The sound is great on local output, on bluetooth headphones, etc.  But
  when outputting to a HDMI TV it is garbage.

  I tried different users with the same problem.

  If I boot on Windows, the output is fine, which discards any physical
  problem, cables and TV as the source of the problem.

  I did delete any user pulseaudio configuration (and tried as a
  different one).

  I purged all system wide configuration and reinstalled the default
  pulseaudio configs with:

  apt-get -o DPkg::options::=--force-confmiss --reinstall install
  pulseaudio

  On 19.04 and before this problem did not happen at all.

The other thing that changed in this area between 19.04 and 19.10 was
the kernel, so we need to rule that out first before pursuing
PulseAudio. Please try installing kernel 5.0.0 which is more like what
was in Ubuntu 19.04:

  https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.0/

Then run 'uname -a' to confirm the older kernel is active. Does the bug
still occur there?
