The same happens in Debian 10, so that's not Ubuntu-specific.

Reproduction steps:

1. Download a .deb file, for example Jami from 
https://dl.jami.net/ring-manual/debian_10/jami-all_amd64.deb.
2. If you try to open it from your browser, it'll invoke the Archive Manager 
application, which isn't useful (it should really open the gnome-software 
application
3. If you choose to open it in the Gnome Software application, you get the 
message: "Failed to install: not supported". My Debian 10 VM is running amd64, 
and so is the .deb file linked above.

I can help complete his notes by adding details to this bug. The
specific issue is that when downloading .deb files from an external
source, i.e. www.chrome.com and you download the .deb to your computer
and double click the completed file it will in fact not open in software
to engage the software install process. I have found that double
clicking invokes the action of opening the archive with archive manager
and trying to "unzip" the file instead of install it. I have tried
manually setting the file to "open with" "Ubuntu Software". I have found
that installing with gdebi works and also by using dpkg -i via terminal.
