I am seeing something similar in 20.04 LTS on a laptop, HP EliteBook 840 G4. Thanks Sebastien. I'm beginning to suspect a faulty WiFi card. Wish there was some way to determine if that is the culprit. Need to report that the Broadcom BCM43228 wifi card intermittently shows the Wi-Fi networks. It will show them only occasionally; usually after a cold boot. If the machine is rebooted, the Wi-Fi networks disappear.
