This is def. fixed in the current yaru theme shipped with the latest update in
groovy.
Please update your yaru theme. Here is the PR that fixed this:

Bug description:
In Gnome 3.38 header bar buttons are taller and usually include both
an icon and text label. They are also responsive. Some of this new
features seems to broke yaru theme. It is specially obvious in Gnome
Web's settings window, but also in Gnome Games.
I attach some screenshots of the issue.
