Bug description:
  I have two different external USB hard drives attached. Each of them
  has just one partition. The devices/partitions are visible in nautilus
  on the left hand side. I want to format them, so I do a right click on
  the device/partition in nautilus and select "Format...". In response,
  NOTHING happens. It's the same thing with both partitions. My
  expectation would be that a window opens allowing me for different
  options of formatting, like file system type and encryption options.
