Bug description:
  Initially posted here https://gitlab.gnome.org/GNOME/gnome-
  shell/-/issues/4585#note_12590270

  Affected version
  Ubuntu 21.04 5.11.0-31-generic
  GNOME Shell 3.38.4
  Tested on Wayland

  Bug summary
With 2 UHD screens(3840x2160) and one QHD screen(2560x1440), the fractional
scaling of the two UHD screens to 125 percent results in the gnome shell panels
to be too short in width on the right side. The panel does not reach the end of
the screen on the right side on the UHD monitor. The panel on the QHD monitor
is fine.
Also the mouse hovers the wrong icons, the position is translated to the left
of the actual position. In the screenshots, the actual mouse pointer hovers on
the bottom panel settings icon, but clicks would be registered on the icon left
to it. The offset increases as the mouse moves to the right.
All other applications are unaffected and work fine (Nautilus, browser,
etc.). It just affects the gnome-shell.
The bug does not occur when:

I use fractional scaling on just the two UHD screens (QHD monitor
disconnected).
When I use fractional scaling to 150 percent on the two UHD screens. This
results in the same relative size to the QHD screen.

  Steps to reproduce

Connected one UHD and one QHD screen.
Set the UHD screen to fractional scaling of 125 percent.
Look at the gnome panels. Move your mouse over the panels and see the wrong
icons being highlighted.
