Thank you for following up. It looks like Ubuntu plans to switch ubuntu-minimal from isc-dhcp-client to dhcpcd-base for Ubuntu 23.10 already. Only isc-dhcp-client is in Ubuntu Main and therefore is supported by Canonical.
