  I just performed a clean install of Ubuntu 10.04 LTS, and I am having
  difficulties resuming from suspend (S3) state.  After suspending (via
  menu, command line, or closing the lid) my Dell Inspiron 8600 with a
  ATI Technologies Inc RV350 [Mobility Radeon 9600 M10] video card,
  waking it results in the screen remaining turned off.  The laptop
  seems to otherwise be resuming properly, and the /var/log/messages
  seem to indicate my video card resumed successfully as well (see
  messages.resume file to be attached).

  This occurs regardless of whether radeon.modeset=0 is placed in the
  boot directives (although, in that case, a cursor is displayed for 1-2
  seconds on resume before going to the blank screen).

  This behavior is constant across using a fresh, updated 10.04,
  upgrading using the ubuntu-x-swat PPA, and further upgrading using the
  xorg-edgers PPA (currently installed, and used to collect logs).

Having looked into this further I am willing to suggest a solution for those 
affected and can say that I don't think it is a problem with 
xserver-xorg-video-ati but is due to the kernel that is in use. After doing a 
full install of Ubuntu 14.04 (Trusty Tahr) Daily Build and putting back the 
original kernel which comes packed with the iso resume works as expected. 
Here's what I think is going on:

To boot a fairly recent version of ubuntu (12.04 and later) requires a
machine with a PAE capable processor. Many machines which included the
Mobility Radeon 9600 M10 (RV350) such as the Dell Inspiron 8600 contain
older CPUs, such as the 32-bit Pentium M 'Banias', which do not support
the PAE extension. Therefore in order to boot these machines requires a
non-pae kernel. I believe these kernels are the source of the problem,
at least with newer installs, as they are often mismatched with the rest
of the system.

The solution is to replace the version of the kernel used to boot the
system with the PAE version that is packaged with the distribution. To
do this on a system that doesn't support a PAE kernel you will need to
install the fake-pae package (https://launchpad.net/~prof7bit/+archive
/fake-pae) and then replace both vmlinuz and initrd with the versions on
the distribution media or reinstall the linux header and image files
using a package manager.

As I have now solved the issue which I believe was due to an incorrect
configuration (due to my hack to install a later ubuntu version than is
supported by my cpu) it doesn't make sense for me to open a bug report
still, does it?

I've taken the liberty of testing for this issue on a Dell Ispiron 8600
with ATI Technologies Inc RV350 [Mobility Radeon 9600 M10] video card.
Again sleeping the machine and waking it running the Ubuntu 14.04
(Trusty Tahr) Daily Build. The issue remains, waking the system from
suspend does not wake the screen which remains powered off. I for one
would love this issue to be resolved as well.

I have run apport-collect -p xserver-xorg-video-ati 583885 in terminal
and allowed the app to submit a report.

  Blank screen on resume with Mobility Radeon 9600 M10 (RV350)

Status in “xserver-xorg-video-ati” package in Ubuntu:
  Incomplete

Bug description:
  Binary package hint: xorg

  I just performed a clean install of Ubuntu 10.04 LTS, and I am having
  difficulties resuming from suspend (S3) state.  After suspending (via
  menu, command line, or closing the lid) my Dell Inspiron 8600 with a
  ATI Technologies Inc RV350 [Mobility Radeon 9600 M10] video card,
  waking it results in the screen remaining turned off.  The laptop
  seems to otherwise be resuming properly, and the /var/log/messages
  seem to indicate my video card resumed successfully as well (see
  messages.resume file to be attached).

  This occurs regardless of whether radeon.modeset=0 is placed in the
  boot directives (although, in that case, a cursor is displayed for 1-2
  seconds on resume before going to the blank screen).

  This behavior is constant across using a fresh, updated 10.04,
  upgrading using the ubuntu-x-swat PPA, and further upgrading using the
  xorg-edgers PPA (currently installed, and used to collect logs).

  If there is something else I can try or more information I can
  provide, please let me know.

Keith Moyer, this bug was reported a while ago and there hasn't been any
activity in it recently. We were wondering if this is still an issue? If
so, could you please test for this with the latest development release
of Ubuntu? ISO images are available from http://cdimage.ubuntu.com
/daily-live/current/ .

If it remains an issue, could you please run the following command in
the development release from a Terminal
(Applications-Accessories-Terminal), as it will automatically gather
and attach updated debug information to this report:

apport-collect -p xserver-xorg-video-ati REPLACE-WITH-BUG-NUMBER

Please note, given that the information from the prior release is
already available, doing this on a release prior to the development one
would not be helpful.
