The same problem here: 
Ubuntu 12.04 - can transfer files from computer to phone via bluetooth, but 
cant from phone to computer; neither can I browse the phone from the computer. 
When I choose "browse device", the phone is not displayed.

  Hi,

  receiving files from my phone via bluetooth used to work perfectly
  until about 3-4 weeks ago. Today I see it does not work anymore. I get
  the message 'sending failed" from the phone. hcidump shows a
  connection being made (logs below)

  I can send files to the phone and browse the phone with no problem. I
  update frequently, so I suspect one of the latest updates has broken
  things. It is essentially the same behavior as bug 211252, but in
  Lucid.

  Any ideas how to fix this? I did purge and reinstall the packages that
  could have something to do with it, but no success so far.
