IBus is not a monolithic software.
It's not a bug that you have to install individual components manually.

Title:
  iBus does not include any functionnal Japanese input method by default

Status in IBus Japanese Anthy engine:

Bug description:
  Binary package hint: ibus

  On Lucid and Maverick, English system.

  - go to iBus Preferences, in Input Method tab. It proposes 3 Japanese
  input methods, but none allows to write in japanese. (anthy-m17n
  allows to write hiragana but no katakana and no kanji)

  [Workaround: install ibus-anthy package, and then in iBus Preferences
  select Anthy input method].
