Thanks for your interest. But, I want to clear something: we want
zemberek-ooo to be installed default when Ubuntu is installed in
Turkish. There is no default Turkish spell-checker in Turkish Ubuntu.

You said this wont be included in main so I wonder whether you meant
English Ubuntu distribution or Turkish one with main.
