Bug description:
  When I click on Edit => Account settings, the account preferences
  window opens. It's so tall I can't see the OK and Cancel button in the
  lower half part of the window. Trying to resize it is cumbersome, as
  the mouse has to be precisely positioned on the very last top pixel of
  the window, and what's worse is the window doesn't remember its new
  size, so I have to resize it every time.

Hello Marcello,
Thank you for submitting this bug and reporting a problem with screen size in 
Thunderbird.

You made this bug report in 2011 and there have been several versions of
Ubuntu and Thunderbird since then.

Could you confirm that this is no longer a problem and that we can close the 
ticket? 
Or, if it is still a problem, could you run the following (only once):
apport-collect 909901

and upload the updated logs and and any other logs that are relevant for
this particular issue.

Thank you again for helping make Ubuntu and Thunderbird better.
