You can make the trashcan visible on the desktop by running:
gsettings set org.gnome.nautilus.desktop trash-icon-visible true
(see https://help.ubuntu.com/community/PreciseGnomeClassicTweaks)

In a gnome-fallback session, the trashcan icon may be added to the panel by
ALT + right click on the panel - add to panel... - select the trashcan
(see http://askubuntu.com/questions/58172/how-to-revert-to-gnome-classic)

I addressed this problem by accessing the Rubbish Bin from Thunar File
Manager (Applications  System Tools  Thunar File Manager).

It would be more convenient to have a Rubbish Bin readily visible.

I tried Alt-right clicking on the panel, but nothing happened.

Is there another way to make the trashcan applet visible on the desktop?

it can be emptied from nautilus (make sense to me for this to be in the
file browser). also if the disk is nearly full there is a pop up message
that offers to empty the trash.

I think there are a lot of users with limited disk space who need to
empty the trash, I certainly do.  I think the gnome-panel developers
would do new users a favour by replacing the workspace-switcher with a
trashcan (I've never used the multiple workspaces). My $0.02.

I disagree with this bug.

I made two changes to the default panel layout: add back the show
desktop button and replace the more-or-less-broken notification area
with the Ubuntu-style indicator status menus (as was done for 10.04
and 10.10).

The gnome-panel developers do not add the trash panel by default. I
don't think the target user of Ubuntu needs a trash bin always visible
on their panel. I don't believe the average person bothers emptying the
trash on their computers and adding the extra icon would clutter the
clean look. You can also easily empty the trash by opening your file
manager and right-clicking on the trash shortcut in the sidebar.
