I am also trying to install Allura on a Ubuntu subsytem in Windows and have
been following the steps in
https://forge-allura.apache.org/docs/getting_started/install_each_step.html
In the step of installing virtualenv, i get the below exception.

Hello,
I understand neighbourhoods can be used for grouping similar projects. By
default I can see 3 neighbourhoods created by default : Adobe, Projects and
Users.
Is it possible to create new neighbourhood?
