[DISCUSS] Plan to release 0.7.0

Hi Amoro developers,

I plan to start the release of Apache Amoro (incubating) 0.7.0 recently.
This will be the first release of Amoro after entering the ASF incubator,
so it will take some time to explore.

I'm volunteering to be the release manager.
If there are no objections, I will cut the release branch next week.
