For an ASF project to be successful, the board needs oversight from the PMC, 
and they must do what is expected of them. Two examples of things that need to 
be done are submitting quarterly reports and voting in committers.

I’m sorry, but I can’t find any record of the PMC voting you in as a committer. 
I’m unfamiliar with this project, and where it sets its committer bar, I 
suggest you discuss it with the Bloodhound PMC, as it up to them to select 
committers for the project.

Possibly the current situation be resolved differently if enough people are 
interested in forming a new PMC?

We had a similar discussion at the end of August 2023, As a member of the
community (I am using v 0.8.0 daily) it saddens me to see that ASF is
giving up on us - I don't feel that we are ready to throw the towel and
move in the attic. On a slightly different but related topic, I signed
an ICLA on August 24, 2023 and I received an email that the Bloodhound PMC
had been notified that my ICLA had been filed, however I haven't received
an invitation to become a contributor. May I kindly request such an
invitation please?
