1. The master branch: add " How to contribute"
2. For the asf-site branch: Add link for Doc on the top nav bar.

Thanks for the help of apache infra.
It is ready now.
The repo is github/apache/incubator-brpc-website
There are two branch for this rep:
1. master
2. asf-site
The master branch is for edit, we can add or modify content using Mark Down
syntax
Then generate html by using Jekyll.
Then push the generated content to asf-site branch.
Apache deploy tools will deploy the content to brpc.apache.org
automatically.
