Sent a PR adding a deprecation notice. When users try to cordova platform add, they will see a warning telling them wp8 has been deprecated and to use windows instead. The platform will still add for now. +1 WP8 always dragged in the C# runtime which increased memory footprint. Most of the things that plugins for WP8 do can now be better done in WinRT, which is available from Windows Phone 8.1. I pinged the folks here on VS team to get an idea of number of people building for WP8. Looks like this is still a significant number (more than 10%) and almost 2000 unique users building for WP8 per month. +1 to Jesse, deprecation doesn't mean they won't be able to use it.
