   Rather than moving the file lists to the noisier DEBUG level I update the 
default logging level to WARN.  This seems appropriate for CLI.
   
   The default logging level only applies to the CLI and  tests.
   In all other extant UIs the logging is performed by the native system and so 
the logging needs to be set there.

got {{apache-rat-*-0.16.1-20240116.065051-10.jar}}

and the check tooks too long 
Can you double check the SNAPSHOT contains the fix? :)

If you set your log level to DEBUG you will see each file that is being 
processed, but the now you should be able to get RAT up and running within your 
project with the new configuration options.

weekend if most of the performance/configuration regressions are fixed.

processed files to level INFO, this will be changed to level INFO ([~claude]),

[~solomax] would you mind doing a retest with the current SNAPSHOT from branch 
master?

I already realized that the latest PR pulled in a change that logs all of the 
processed files to level INFO, this will be changed to level INFO ([~claude]),
but apart from that you should be able to get RAT up and running within your 
project with the new configuration options.

Thanks for any feedback as we would create a new release 0.16.1 during the 
weekend if most of the performance/configuration regressions are fixed.

   @Claudenw I ran the current SNAPSHOT on openmeetings and realized that all 
processed files are printed out on level INFO. I think we should change this to 
DEBUG as people complained about log spam of RAT runs in previous releases. 
Would you mind opening a new PR for that change? Thanks

The Spark project needs separate listings in .gitignore vs. .rat-excludes. So 
as long as the new option simply changes how the patterns are interpreted (from 
regex to wildcard), then we can update our existing .rat-excludes to work with 
the new option.

The goal (for me at least) is to be able to look at .gitignore and 
.rat-excludes and interpret the entries in there the same way. I think it's 
more intuitive and easier to manage.
