I have checked:
* LICENSE and NOTICE are good
* Signature and hash are good
* Release note looks fine
* Can compile from source on my mac with jdk17

I found that 2B249EDD cannot be found in
https://dist.apache.org/repos/dist/dev/dubbo/KEYS anymore, there's
only one key left. I haven't checked the commit history yet, but it's
most likely a misoperation when adding new keys. We must recover the
lost keys especially those active ones asap.
