Can the ProviderLocator skip looking in classpaths in an osgi environment?

I'm running into a situation where the ProviderLocator code seems to be getting 
into an endless loop inside felix somewhere when it is trying the non-osgi 
strategy of classloader.getResources().  The classloader in question is a 
xbean-bundleutils bundle classloader.

I'm wondering why we need to search the classpath in an osgi environment.  If 
we just used the registry when it is available and used classpath searching 
when it is not, under what circumstances would this give incorrect results?

If there is such an environment would it make any sense to be able to turn off 
classpath searching in geronimo?

 The Travel Assistance Committee is now taking in applications for those
 wanting to attend ApacheCon North America (NA) 2010, which is taking place
 between the 1st and 5th November in Atlanta.
 
 The Travel Assistance Committee is looking for people who would like to be
 able to attend ApacheCon, but who need some financial support in order to be
 able to get there. There are limited places available, and all applications
 will be scored on their individual merit.
 
 Financial assistance is available to cover travel to the event, either in
 part or in full, depending on circumstances. However, the support available
 for those attending only the barcamp is smaller than that for people
 attending the whole event. The Travel Assistance Committee aims to support
 all ApacheCons, and cross-project events, and so it may be prudent for those
 in Asia and the EU to wait for an event closer to them.

 Create a new derby database and then setup a datasource pool for it,  
 jdbc/userdbs;
 Log into the admin console and go to Plugins;
 Select Create Geronimo Plugin and click on drop-down list;
 console/dbpool/jdbc_userdbs/1.0/rar  is not in the list.
 Notes:  .ear, .jar and .war don't have the same problem.

 The default security realm is of properties files in Geronimo. While Geronimo 
 supports another 2 types of security realm such as SQL and LDAP.  It would be 
 nice if we have tutorials on how to replace the default one with SQL or LDAP 
 realms.

The server-security-config is related to .properties file realm defined for 
Geronimo, the solution for this JIRA would be really simple,  

We can make server-security-config plugin as an explicit dependency of 
j2ee-securty in pom.xml.

I can provide a patch if the solution is acceptable.
