How would we preserve plugin overrides in car-maven-plugin then? Or would 
switching to osgi version ranges allow us to finally remove all of the hard 
coded version info in CARs?

What do you mean by replace exactly? We can just feed the config-substitutions 
properties into config admin. So that the we can continue to use 
config-substitutions file and access the properties via config admin at the 
same time.
